The plant is situated in the Town of Cobalt located in the South Temiskaming area of Northern Ontario, Canada. The facility was originally built in 1914 and served as a court house, a jail, a dance hall and a town hall before its purchase by the Ministry of Northern Development & Mines in 1942. The building was extensively renovated, upgraded and fortified over the years to handle mineral concentrates and samples from the producing area mines.

The plant is located at 1 Presley Street adjacent to the Bunker Military Museum and a short distance from Cobalt Lake. The building is about 100 metres from the lake
and about 30 metres from the main tracks of the Ontario Northland Railway. The building is the tallest in the vicinity and has three main floors with a fourth floor
attic and a fifth floor that houses the hose tower and elevator.
The property is in a slight valley with the surrounding terrain rising to about
500 metres above ground floor level.
